When they make changes to the paper currency (like to make it harder to counterfiet), do they change the portraits of the presidents? For example, would they use a different portrait of Benjamin Franklin on a new version of the $100 bill?

No, the portraits don't change, only the watermarks and types of ink do.

What they are trying to say is the bills that Murray gave to the guy and they showed on camera were clues. The picture on the bills doesn't seem to match Benjamin Franklin's portrait. The pictures on the 100 dollar bills appear to be of Gilda (from THIS IS IT...the Smooth Criminal scene).

In the film GILDA, a man (Ballin, who Michael replaces in the new SC video) pretty much fakes his death for revenge. It is one of the biggest clues in the movie.

So the bills are fake!
